Accumulated under-supply leads to permission

An inspector decided that a local authority in West Sussex had failed to address a continuing undersupply of housing which added to his decision to grant permission for up to 100 dwellings, rejecting a council's submission that certain matters within the outline application had not been reserved for future consideration.
