Aggregate recycling allowed after no harm found to racehorses

An inspector approved a new inert waste recycling facility in the Hanpshire countryside, finding a special need for a rural location and no unacceptable harm to the living conditions of residents or the health and wellbeing of horses at a nearby stud.
