Appellant minimised risk of dwelling's discovery

In examining the merits of granting a LDC seeking confirmation that a building in the south Yorkshire green belt could lawfully be used as a dwellinghouse, an inspector concluded that the appellant was an intelligent and inventive person who had taken significant steps to conceal the use.
