Backpackers' hostel appropriately located in residential area

An inspector quashed an enforcement notice aimed at a backpackers' hostel on the first and second floors above a public house in east London, finding that it was appropriately sited, provided a satisfactory standard of accommodation and did not harm neighbours' amenity.
