Building conversion lawful despite deception claim

An inspector ruled that the owner of a building in Essex was entitled to a LDC confirming that it could be used as a dwellinghouse and rejected claims by the council that the appellant had deliberately deceived the council. A second appeal involving the change of use of a second building to a residential annex was also allowed.
