Carbon neutral re-cladding requirement excessive

An inspector refused to support the decision of a Kent local authority which had rejected a scheme involving the re-cladding of a vacant DIY store on the grounds that it would not achieve a carbon neutral development. The inspector concluded that such an approach was unsupportable.
