Coal recovery scheme dismissed on appeal due to inadequate restoration bond

Welsh ministers have dismissed a recovered appeal relating to a land reclamation scheme involving coal recovery, deciding that it was unacceptable to relax a 500-metre buffer zone and because it was uncertain that there was adequate provision for restoration.
