Comment: Localism clouds strategic picture

The Localism Bill sets out a "right to plan" whereby parish councils and neighbourhood forums can create a plan, approve it by referendum, give it development plan status and even make a neighbourhood development order to obviate the need for planning permission for specified proposals.
