Editorial: Legal manoeuvres cast cloud as procedures move through

Legal matters continue to hang over the minerals sector. An amendment to the Localism Bill that would have given third parties the right to appeal planning decisions has been turned down so the minerals sector can relax a little as the bill now heads through to the Lords.
