Enforcement notice alleging scrap dealing and land raising upheld on appeal

An appellant has unsuccessfully argued that the siting of three caravans for residential use together with storage of vehicles and other items, scrap dealing and importation of material to raise the level of the land did not require permission because it was garden land.
