English Heritage requirement blocks residential scheme

The secretary of state was minded to allow a 1,200 home scheme in Berkshire, sited 4.5 to 6 kms from a special protection area, subject to English Heritage removing an objection to the absence of a contribution to Strategic Access Management and Monitoring (SAMM).
