Green belt 'replacement' dwellings rejected due to time lag

An inspector refused to sanction the erection of two dwellings in the south Yorkshire green belt and within an historic park, despite a company's claim that two cottages stood on the site in 1948 and consequently the scheme did not involve 'new' development.
