Green Belt Traveller site fails despite compelling personal circumstances and urgent supply need

The secretary of state refused the retention of a Traveller site in the Hertfordshire green belt on grounds of visual impact and inappropriateness despite the compelling personal circumstances of a diagnosed medical condition of three children and evidence of a substantial and immediate supply need for sites which the Inspector considered could not be met within a three year period.
