Hotel commencement in breach of condition

In refusing to issue a LDC confirming that a 52 bedroom motel in Gloucestershire could be erected in accordance with a planning permission granted in 1998 an inspector ruled that the failure to receive approval for the proposed drainage works meant that its erection would be unlawful.
