Housing development premature in advance of spatial strategy

The secretary of state, following the recovery of an appeal involving up to 280 dwellings in Cheshire, agreed with one of his inspector's and refused to grant permission on the basis that it would pre-empt the council's ability to decide on the most appropriate locations for new development.
