Housing site review fails to prevent urban extension

A claim by a local authority in West Sussex that its review of a local development framework justified withholding permission for a development of up to 150 houses on the edge of the settlement was rejected because of the shortage of housing land and the likelihood that some greenfield sites would be needed to address the shortfall.
