Inspector agrees functional need at alpaca enterprise

An inspector accepted that there was a functional need for an agricultural worker's dwelling at an alpaca enterprise in the green belt in south Yorkshire but granted a temporary permission in order to give an opportunity to demonstrate the financial viability of the enterprise.
