An appeal for reprofiling land in the open countryside, a measure that the appellant claimed was essential to make the area suitable for grazing, has been dismissed after an inspector considered whether the development was essential for agriculture, the effect on the surrounding area's rural character and appearance and whether the proposed development comprised a waste management facility.
