London green belt quarry proposal refused, contrary to officer recommendation

Havering Council has refused an application for the extraction of 1.35 million tonnes of sand and gravel over seven years at a 26 hectare site at Rainham, followed by the importation of 1.7Mt of inert fill material for restoration.
