Metal recycling plant refused due to no legal agreement to protect wildlife

Flintshire Council has refused permission for a scrap metal recycling facility on a former colliery site because the developer had failed to enter into a legal agreement to protect and manage nearby wildlife sites and to protect a low railway bridge at the site access from vehicle strike.
