Mixed picture on navigating through the planning maze

Having recently heard planning minister Bob Neill reassure a conference audience that localism will not be the end of the countryside as we know it, I was reminded of the resounding words of Corporal Jones in Dad's Army: "Don't panic Mr Mainwaring."
