No objection to hotel conversion despite tourism concerns

An inspector accepted that the conversion of a listed Kent hotel to 17 flats would not harm the availability of hotel accommodation in the area but rejected the appeal due to the lack of a completed undertaking to provide infrastructure and facilities.
