Is the NPPF too good to be true?

In the foreword to the National Planning Policy Framework (NPPF), planning minister Greg Clark says the purpose of planning is to help achieve sustainable development. He also says development means growth; minerals are needed for growth. But is this apparent encouragement for minerals development too good to be true?
