Policy review measures face test of time on recycling aim

As school reports go, the government's waste policy review collected a decidedly average mark. "Disappointing" and "light on action", said the sector as it declared the review lacking in legislative drivers or targets. Without regulation to ensure compliance, some rightly questioned whether its focus on voluntary agreements will do the job.
