Refuse storage provision at flats substandard

The conversion of vacant offices in a Kent conservation area to five one bedroom flats would not adversely affect the supply of employment floorspace, an inspector ruled. He nonetheless dismissed the appeal because inadequate provision had been made for refuse storage and recycling.
