Rise in paper reycycling 'more down to declining consumption'

A 3.6 per cent rise in the overall proportion of paper being recycled in the UK is probably more down to a decline in demand for paper in general than real achievement in recycling, the Confederation of Paper Industries (CPI) is claiming.
