Scale of enabling development exceeds minimum to secure heritage asset

The construction of 58 houses and a public park within the grounds of a grade II* listed manor house within a Warwickshire conservation area was held to secure a number of benefits but the adverse impact to heritage assets was so significant as to warrant rejecting the appeal.
