Scottish ministers issue split decision on mineral extraction proposal

Scottish ministers have disagreed with their reporter's recommendation to approve two extensions to a quarry in South Lanarkshire, deciding to grant conditional permission for one extension but refusing the other for harm to the integrity of a world heritage site.
