Shisha smoking raises health authority objection

An objection by a primary care trust (PCT) in the West Midlands to the conversion of a shop to a coffee shop and shisha smoking establishment was overruled by an inspector who concluded that the impact on human health was a matter which was capable of being controlled under other legislation.
