Student accommodation appeal determined without appellant

In refusing to grant permission for 676 student bedrooms in Greater Manchester an inspector decided that it would add to the over-supply of accommodation. In so concluding the inspector also concluded that the appellant had behaved irresponsibly since on the day before the inquiry opened his professional team had withdrawn due to non-payment of their fees.
