Town expansion into rural area not justified by housing need

The secretary of state accepted his inspector's recommendation to refuse outline permission for a residential development and a doctor's surgery in east Sussex, agreeing that it would result in significant harm to the character and appearance of the area and would be contrary to up-to-date development plan policy.
