Urban expansion harms landscape and judged premature

The secretary of state, following recovery of an appeal involving 900 dwellings together with employment and commercial development in Buckinghamshire, agreed with one of his inspectors that it would have a harmful impact on the character of the area and would undermine the emerging spatial vision.
