Use of serviced apartments as self-contained flats allowed in green belt

Permission was granted for the change of use from 26 serviced apartments to 26 self-contained flats in a substantial two and a half storey building next to a golf course in the Essex green belt, an inspector concluding that it would not undermine the openness of the area.
