This section considers in what circumstances decisions made by local authorities may be invalidated or restrained because of incorrect administrative procedures or the effect of previous decisions. The circumstances in which a decision may be challenged as invalid because of incomplete or improper planning considerations being used to make a decision` are covered at (4.1) and (4.2). The basic procedural requirements following the submission of a planning application are considered in sequence at (5).
